The memorial fountain was erected in 1908, and is the joint work of the Radovljica stonemason Janez Vurnik and his apprentice Jožef Pavlin. The upper part of the monument is the work of Pavlin, and the lower part of Vurnik.

The boy with the books represents a schoolboy that Josipina Hočevar helped to get an education. The 12-year-old Karel Grilc from the village of Zapuže posed for the stonecutter Jožef Pavlin while the monument was being made.

In the medallion is a portrait of the benefactress Josipine Hočevar. The entire monument symbolically interlinks her support for the education of children in Radovljica with her financial aid for the construction of the city water supply system.

Inscription on the monument: “To the noble benefactress Mrs. Josipina Hočevar in grateful memory, donated by her hometown of Radovljica.” Josipina Hočevar, born Mulej (Radovljica, 1824 – Krško, 1911), was made an honorary citizen of Radovljica due to her charity.

The lower part with the fountain was made by the stonecutter Janez Vurnik in Historicist style with influences of Secession, a style strongly established in Slovenia at the time. Plant motifs and rocks at the sides mimic a spring in nature.

The water coming out of the tap is drinkable. Before the city water supply system was built in 1907, there were major water supply issues in Radovljica. A medieval well was in use along the wells below the town, which dried up during droughts.
